The Supply Chain Management Unit was established under the office of the Chief Financial Officer in terms of section 217 of the constitution, section 51(a)(1)(iii) of the PFMA and Treasury Regulations (TR)16 A. As required by the constitution of the Republic of South Africa and the Public Finance Management Act, the Supply Chain Management Unit is committed to an appropriate procurement and provisioning system that is fair, equitable, transparent, competitive and cost-effective.
The Supply Chain Management Model of TETA is a combination of the requirements of the Supply Chain Management Framework Policy as recommended by the Minister of Finance and the environmental context in which TETA operates. This model is reflected below, in the process flow:
