Skills Development and Learning Programmes Unit

Overview


The unit is responsible for amongst others, the development of Strategic Planning for TETA, administration of Unemployed Bursaries, Performance Reporting to DHET and other statutory bodies.

As part of its mandate, the unit adapts these regulations into policies that guide facilitation in relation to implementation of Skills Development within the transport sector through the disbursement of grants. The above is executed by conducting intervention workshops that prepares the industry for the submission of Workplace Skills Plans and Annual Training Reports (application for Mandatory Grants) as per the Skills Development Levies Act and Skills Development Act.

The Skills Development and Learning Programmes unit plays an active role in the facilitation of the Audit of Predetermined Objectives by internal and external auditors as well as audit of reported performance by DHET.

Definitions of Workplace Based Interventions

  • “apprenticeship” means a period of workplace based learning culminating in an occupational qualification for a listed trade.
  • “candidacy” means a period of workplace based learning undertaken by a graduate as part of the requirement for registration as a professional in the required professional designation as stipulated by a professional body.
  • “internship for the “N” Diploma” means a period of workplace based learning undertaken as part of the requirement for the “N” Diploma.
  • “learnership” means a period of workplace based learning culminating in an occupational qualification or part qualification.
  • “student internship: Category A” means a period of workplace based learning undertaken as part of the requirement for the Diploma, National Diploma, Higher Certificate or Advanced Certificate as a vocational qualification stipulated in the Higher Education Qualifications Sub-Framework (HEQSF).
  • “student internship: Category B” means a period of workplace based learning undertaken as part of the requirement for a professional qualification.
  • “student internship: Category C” means a period of workplace based learning undertaken as part of the requirement for the Occupational Qualifications of the Quality Council for Trades and Occupations (QCTO).
  • “graduate internship” means a period of workplace based learning for the purposes allowing a person who has completed a post-school qualification to gain workplace experience or exposure to enhance competence and/or employability. This may include academic staff with existing qualifications that need industrial exposure or experience.
  • “student internship” means a period of workplace based learning for a person who is enrolled at an education and training institution for a SAQA registered qualification and may include vacation work.
  • “unemployed bursary” means a monetary award allocated by an institution to unemployed individuals or groups of people who cannot afford to pay full tuition and related fees in order to enable them to study at university or college

TETA offers bursaries to unemployed and part-time unemployed learners/students who have been accepted/registered to pursue a transport-related qualifications and/or sector priority at an accredited Institution of Higher Education to address “Hard-to-Fill”/Scarce and Critical Skills in the Transport Industry in South Africa, this includes Aviation Training and Diving Programmes.

TETA offers bursaries to unemployed and part-time unemployed learners/students who have been accepted/registered to pursue a transport-related qualifications and/or sector priority at an accredited Institution of Higher Education to address “Hard-to-Fill”/Scarce and Critical Skills in the Transport Industry in South Africa, this includes Aviation Training and Diving Programmes.

Applicants must satisfy the minimum entry criteria when applying for the bursary (failure to meet all the requirements leads to the disqualification of applications);

The applicants must;

  • be a South African citizen;
  • be between the ages of 18 and 35 years;
  • be currently unemployed;
  • be studying at a public tertiary institute (University/University of Technology/ TVET College/Accredited Flying School) in South Africa;
  • Aim on studying towards a NQF level 6 qualification (or above) within one of the above mentioned fields of study
  • have passed with a minimum overall average of 50% in the previous years’ studies;
  • have a total household income of less than R350 000 per annum.

  • submit clear copies of the supporting documents with the application (the submission of all the documents is compulsory – failure to comply will lead to an automatic disqualification);

  • Proof of registration or acceptance letter or admission;
  • Valid Accreditation for private institutions this includes Aviation and Diving students;
  • Latest Academic record (with the institution stamp)
  • Certified Matric Results (for first year students) or certificate
  • Private Pilot Licence(PPL) for Commercial Pilot Licence (with issue and expiry dates clearly visible)
  • CPL for Instructor/Instrument Rating (with issue and expiry dates clearly visible)
  • CPL with Instructor/Instrument Rating endorsement for ATPL Hour Building/CPL with ATPL Subjects (with issue and expiry dates clearly visible).
  • Medical Examination Results for Diving programmes (Class IV, III, II)
  • Parents/Guardians ID documents (certified copies)
  • Parents/Guardians proof of income (recent payslip etc)

Mandatory Grants

Mandatory Grants

The SETA Grant Regulations require TETA to allocate a grant to companies that submit an application for a Workplace Skills Plan (WSP) and Annual Training Report (ATR) in accordance with the regulations. Mandatory Grants (MG) are paid by the SETA if the company fulfils the requirements, set out by the Grant Regulation and TETA MG Policy, to receive the grants. The Indicium Skill Module (click to open the system) open annually from 1 February to 30 April to allow companies to submit they applications for Mandatory Grants. Successful employers/MG applications receive 20% of the total levies paid by the organisation for the financial year.

On an annual basis, TETA invites all its Skills Development Facilitators (SDF) to the SDF Roadshows that are held in all provinces to share and discuss developments that impacts the submission of the Mandatory Grant Applications. Presentation 2021/22 (click on link to download presentation)

The Mandatory Grant Policy Mandatory Grant Guidelines (click to access the policy) can be used as a guide to ensure your organisation comply with all the requirements for your Mandatory Grant Application. Successful employers / MG applications receive 20% of the total levies paid by the organisation for the financial year.

Discretionary Grants

Discretionary Grants

Discretionary grants are paid out at the discretion of TETA Board for skills development projects linked to scarce and critical skills. It is the mandate of TETA to close the scarce and critical skills gaps of the Transport Sector and for this reason, TETA will award additional funds to close these skills gaps.

The purpose of the discretionary grants is for TETA to implement their Sector Skills Plan and to contribute towards national priorities.

On an annual basis, TETA opens a funding window and advertises nationally to invite stakeholders who fall within the TETA scope and NLPEs to deliver on the NSDP 2030 and further to address, the sector needs per the SSP to apply for Discretionary Grants. Grants are allocated to applications that meet all the requirements

Reporting

Reporting

The SD and LP unit is responsible for the overall reporting of performance against Annual Performance Plan targets. This process includes reporting on the Service Level Agreement (SLA) targets achievements via the Quarterly Monitoring Reports that are submitted to the DHET as per the Treasury Framework for Reporting, as well as tracking of overall performance against all APP targets via the Annual Performance report that is included in the Annual Report of the SETA.

'ABET' Adult Basic and Training;

'accreditation' means the certification, usually for a particular period of time, of a person, a body or an institution as having the capacity to fulfill a particular function in the quality assurance system set up by the South African Qualifications Authority in terms of the Act;

'ASGI-SA' Accelerated and Shared Growth Initiative for South Africa;

'assessor' means the person who is registered by the relevant Education and Training Quality Assurance Body in accordance with criteria established for this purpose by a Standards Generating Body to measure the achievement of specified National Qualifications Framework standards or qualifications, and 'constituent assessor' has a corresponding meaning;

'assessment' is the process of gathering and weighing evidence in order to determine whether learners have demonstrated outcomes specified in unit standards and/or qualifications registered on the NQF. The generic assessor standard registered by SAQA entitled 'Plan and conduct assessment of learning outcomes' outlines the process in detail. The management of assessment is the responsibility of providers.

'learnerships' learnerships are learning programmes that combine structured learning with structured work experience, and which result in a qualification. The Skills Development Act (SDA) proposes and describes learnerships as one of the primary ways of implementing the skills development strategy.

'Learning programme' a learning programme is the plan which states what will be learnt and how the necessary learning experience will be provided. It clearly shows how the unit standards will be combined to make useful opportunities for the learner. The learning programme draws on the outcomes from the unit standards and specifies the content to meet these outcomes. A learning programme is often divided into modules.

'moderation' is the process of ensuring that assessments have been conducted in line with agreed practices, and are fair, reliable and valid. The generic assessor standard registered by SAQA entitled ‘Moderate assessment ’ outlines the process in detail. One moderator usually checks the work of several assessors to ensure consistency. The management of moderation is the responsibility of the provider.

'quality management system' means the combination of processes used to ensure that the degree of excellence specified is achieved;

'RPL' Recognition of Prior Learning;

'registered constituent assessor and moderator' means a person who is registered by the relevant ETQA in accordance with criteria established for this purpose by SAQA to measure the achievement of specified National Qualifications Framework standards or qualifications. All ETQAs must have a register of assessors; they may also wish to have similar registers of moderators and verifiers.

'workplaces skills plans(WSP)' at each workplace, a Skills Plan must be developed and submitted to the relevant SETA. There are regulations which outline the format for this Plan. The Skills Development Facilitator helps the organisation to develop a Workplace Skills Plan that is in the interests of the company and the workforce. These plans identify learning that is strategic by linking the skills needed to the priorities of the organisation as well as the society more broadly.

TETA was established in terms of the Skills Development Act 97 of 1998 (SDA). It is a public entity that reports to the Minister of Higher Education and Training and operates under the oversight of National Treasury in terms of performance management and financial administration. TETA is a Sector Education Training Authority (SETA) responsible for skills development in the transport sector.
