Strategic Project and Stakeholder Relations Unit

Overview

The mandate of the unit is to manage the Independent Management Committee (IMC) to ensure that organisational targets are addressed in line with the TETA Annual Performance Plans (APP). The unit manages the overall flagship application process which entails receiving of external proposals for various interventions to the implementation of such projects in achieve organisational targets. Broad stakeholder management and key strategic partnerships to leverage the TETA mandate form part of the core functions of the unit.

Key Functions

To fulfil TETA’s mandate, Strategic Projects and Stakeholder Relations unit has the following Key functions:

  • Overall management of flagship projects,
  • Manage strategic partnerships through MOUs
  • Stakeholder management with focus on strategic collaborations

Performance Monitoring and Evaluation Unit

Overview

The Performance Monitoring and Evaluation unit follows a results based monitoring and evaluation approach to monitor and evaluate the performance of TETA based on the outcomes and pre-determined objectives as set out in its Strategic Plan and the organisational Annual Performance Plan. The unit is responsible for performing evaluations to inform decision making processes and to support other planning processes in the organisation. The Unit also generates organisational performance reports, tracks progress on other national priorities such as NDP 2030, transformation targets and ensures that NSDP outcomes are addressed.

Key Functions

To support TETA’s mandate, Performance Monitoring & Evaluation unit has the following key functions:

  • Review and ensure alignment of Strategic Planning documents in line with the DPME Framework
  • Institutionalize TETA M&E framework
  • Alignment of Sector Skills Priorities to the Strategic Plan outcomes
  • Allocation of annual performance targets to relevant units in conjunction with the SD&LP unit
  • Performance tracking and reporting at an organisational level
  • Perform evaluation studies
  • Monitor Compliance with internal processes
  • Report on performance risks and provide recommendations to mitigate the risks
  • In conjunction with the R & K unit, produce chapter 5 of the Sector Skills Plan

Information Technology Unit

Overview

The IT Unit is mainly responsible for the implementation of the ‘Corporate Governance of Information Communication Technology’ by aligning TETA’s strategic vision and objectives with ICT for the purpose of optimising the ICT enablement of adequate and efficient service delivery. The IT unit is also responsible for automation of TETA’s key business processes and ensuring that the automated or information systems and information residing in those systems is integrated, agile, intelligent and secured from emerging cybercrimes.

Key Functions

The strategic functions for the IT unit are as follows:

  • Ensuring adequate ICT Governance processes, plans and programmes;
  • Information Security which includes Business Continuity and Disaster Recovery systems;
  • Business Process alignment and continuous improvements;
  • Provision and ensuring of availability of ICT infrastructure and related services to internal stakeholders;
  • Portfolio, programme and project management and support;

Research and Knowledge Unit

Overview

Research and Knowledge unit is responsible for the coordination and supervision of all research studies commissioned by TETA. The function of research is very critical in fulfilling TETA’s mandate. Research and Knowledge unit conducts research regarding skills and occupations, and labour market specific to the transport sector. The findings from the research studies are used for evidence-based decision making by chambers, units and TETA as a whole. This enables TETA to plan accordingly and provide relevant support to stakeholders and employers. Furthermore, the findings of the research studies conducted influence the organisation’s allocation of resources to support learning programme interventions. Research is the main driver of knowledge creation within any organisation or institution. For TETA, the importance of research can be seen in many areas like the compilation of a Sector Skills Plan (SSP), which is the guiding document for skills development and planning in the transport sector.

Key Functions

To fulfil TETA’s mandate, Research and Knowledge unit has the following Key functions:

  • Develop TETA Sector Skills Plan (SSP) report and get it approved by DHET
  • To conduct industry research – which identifies different changes in the labour market and recommend to TETA responsive strategies
  • Establish and maintain research chair
  • Support research collaborative
  • Conduct tracer studies – which track and trace destinations of TETA beneficiaries post funding to establish the impact of the learning programme interventions on the livelihood of the beneficiaries.

TETA
 

TETA was established in terms of the Skills Development Act 97 of 1998 (SDA). It is a public entity that reports to the Minister of Higher Education and Training and operates under the oversight of National Treasury in terms of performance management and financial administration. TETA is a Sector Education Training Authority (SETA) responsible for skills development in the transport sector.
